Wind blows away the head radiating from our skin, lowering its temperature. Based on sustained wind, not gusts.

WindChill=35.74+(0.6215×T)(35.75×Wind0.16)+(0.4275×T×Wind0.16)

Where Wind is the speed in miles per hour and T is the temperature in fahrenheit[1]

Wind chill dramatically increases the chance of frostbite and hypothermia:
